Kebijakan Pemerintah dan Daya Saing Platform OTT Lokal di Korea Selatan: Analisis Diamond Model Porter

Abstract

Penelitian ini mengkaji bagaimana pemerintah Korea Selatan meningkatkan daya saing platform over-the-top (OTT) lokal seperti TVING, Wavve, dan Coupang Play di tengah dominasi streaming global. Dengan menggunakan pendekatan studi kasus kualitatif, penelitian ini memanfaatkan data sekunder dari dokumen kebijakan pemerintah, literatur akademis, dan laporan industri yang diterbitkan antara tahun 2019 dan 2025. Penelitian ini mengidentifikasi empat penentu utama dari Diamond Model oleh Michael E. Porter yaitu are factor conditions, demand conditions, related and supporting industries, and firm strategy and rivalry yang dibentuk oleh peran ganda pemerintah sebagai katalisator dan penantang. Penelitian ini menunjukkan bahwa inisiatif seperti Digital New Deal, Smart Media Initiative, dan Strategi 5G+ telah mendorong inovasi, meningkatkan infrastruktur, dan memperkuat sinergi industri. Pada saat yang sama, langkah-langkah regulasi mendorong persaingan yang adil dan inovasi yang berkelanjutan. Penelitian ini menyimpulkan bahwa pendekatan kebijakan Korea Selatan yang seimbang menopang kemajuan teknologi dan daya saing global dalam ekosistem OTT
